Program Name Type Administrator Program Description Basic Requirements
Medina County Port Authority Fixed-rate Financing program   Medina County Port Authority Ideal for small businesses that wish to borrow money for fixed assets at investment-grade rates versus traditional bank financing, including construction, and permanent financing of the project. Your project’s total transaction size, however, may not exceed $20 million when combined with other financing sources. This form of “structured” or “piggy-back” financing, once reserved for primarily big business, is becoming increasingly popular for small businesses.
Medina County Port Authority Off-Balance Sheet Financing and Leasing Program   Medina County Port Authority designed to serve both for-profit companies and nonprofit organizations that need a new building or plant expansion but do not want the asset to appear on their balance sheet. It allows the Port Authority to own the facility and lease it back to the company. At the end of the initial lease, the company can choose to extend the lease, purchase the asset or vacate the property.The owner also can take the depreciation on the taxes and, at the end of the lease, own the building. The financing can improve your balance sheet, avoids restrictive banking covenants and you retain complete control of the construction and occupancy of your building.
Both non-profit and for-profit organizations that need a new building.
Medina County Port Authority Infrastructure financing program   Medina County Port Authority Interest rates are comparable to banks, but many times, at terms better than banks. By charter, Port Authorities can provide statewide lending, so if your business is in multiple locations you only need to work with one source.Small businesses should tap into this program with the right project because the incentives are extremely attractive. There is no equity required for this 100% financed, long-term, 30-year fixed, tax-exempt rate financing. The interest is also capitalized. The debt is secured by using tax increment financing or special assessments as the revenue stream to pay for the bonds. Developers, cities and other regional organizations can use this financing for projects including public infrastructure projects, such as roads, underground utilities, sidewalks and streetlights.
Community Reinvestment Areas Tax Exemption on Real Property Taxes Local Communities For the purpose of offering real property tax exemptions to existing businesses wishing to expand and for new businesses moving into the CRA Business must locate within one of the Community Reinvestment Areas. For post-1994 CRA's, the business must wait for approval before they can start building.
Enterprise Zone Tax Abatement Medina County The State of Ohio allows communities to provide tax abatement on real property and tangible personal property in designated areas, called Enterprise Zones. Stark County has seven Enterprise Zones that cover 80 square miles. Businesses locating or expanding within these designated zones may qualify for substantial state and local tax breaks. Project must be within the boundaries of an Enterprise Zone. Eligible Projects: (1) Personal Property - Purchase of new &/or used machinery &/or equipment (eliminated now) or Purchase of new inventory (eliminated in 2009); (2) Real Property - New construction; Renovation of an existing facility; Expansion of an existing facility; or Occupation of a vacant facility. Only abating new investments!
Foreign Trade Zone   Medina County Port Authority Foreign and domestic merchandise may enter the zone without a formal customs entry or the payment of customs duties and be exempt from federal and state use/excise and personal property taxes. There are two types of zones—general purpose and sub-zone. A general purpose zone includes multiple activities by multiple users, like an industrial park. A sub-zone is a one user plant or facility.
